PROJECT BRIEF

The Centre for Disability in Development (CDD) was formed in Bangladesh in 1996 as a national level NGO. It is working for the inclusion and rights of persons with disabilities in Bangladesh by applying the twin-track approach and the Community Based Rehabilitation (CBR) strategy. It has established itself as one of the leading disability-specific resource organizations in the country.

CDD implements its programmes and projects by direct implementation and through Development NGOs or Organizations of Persons with Disabilities (OPDs), by channeling and managing grants.

Since 2023, CDD is working as a Strategic Partner Organization of Liliane Fonds. As the Strategic Partner, CDD is currently managing grants for the POs under the Child Empowerment Programme and MIVA. It is facilitating the Building Effective Network process in Bangladesh supported by LF. The BEN planning process is due to be completed in 2024. The implementation will start from January 2025 for an initial period of 5 years with 10 POs as implementing partners and 1 OPD as an advocacy partner. In addition, CDD is managing Grants for 11 MIVA POs and the project on Early Identification and Early Interventions (EiEi) with 2 POs.

The average annual budget of LF-MIVA supported initiatives through CDD in Bangladesh is apx Euro 500,000 per year.

Alongside LF-MIVA, CDD has Strategic, Implementing and Technical Partnerships with several INGOs, and UN Agencies in Bangladesh. The backend donors that support CDD through INGOs include different foundations, government agencies, UN Agencies, etc.

CDD is Governed by Compliance requirements of different state agencies, state legislations, policies & administrative guidelines of funding agencies & their back-end donors and the different internal policies and procedures.

To qualify and receive support from different funding agencies and secure necessary approval from state authorities it is a compulsory requisite to adhere and maintain compliance standards of these agencies and the internal policies of CDD.

Compliance assessments are conducted by respective funding agencies as per their standards and tools, which CDD must fulfill to qualify as a new partner. Existing funding agencies conduct periodic organizational compliance assessments as a requirement of maintaining partnership. Project specific compliance assessments are conducted by the funding agencies and at times by their respective back donors. Each year, the enlisted Audit firms of the NGO Affairs Bureau conducts audits of the organization including projects approved by the NGO AB. Besides, CDD needs to ensure that the conditions against which a project is approved by NGO AB are strictly adhered based on which local authorities provide No Object Certificate.

In addition, different state agencies can conduct compliance assessments, for example, National Bureau of Revenue (NBR), Financial Intelligence Authority, etc.

Major Activities

  1. Organizational Compliance Assessments within CDD in Y-1.
  2. Reassessment of Compliance Environment within CDD in Y-2.
  3. Compliance Assessment and support extended to different field offices of CDD (by Compliance Manager and Internal Auditor).
  4. Development, review and updating of Compliance Management System Improvement Action Plan for CDD (including staff capacity strengthening plan)
  5. Development of Communication Materials on Compliance for CDD and POs
  6. Develop tools for participatory risk assessment and preparedness plan.
  7. Conduction of Ethics and Compliance Management Training for CDD Staff (Staff from HQ and other Offices)
  8. Internal Coordination Meetings with relevant staff and units of CDD.
  9. Participate as lead / member of investigation committees formed on receipts of internal and external complaints through recognized channels
  10. Lessons learned workshops with a final report.
  11. Contribution to Publication of CDD’s Annual Report.
  12. Internal Audit considering the statutory requirements for LF funded POs.
  13. Capacity assessment and internal audit for others donor funded POs.
  14. Support to partners capacity enhancement.
  15. Internal Audit Services for CDD’s field offices.
  16. Support project team for different donor audits, compliance check and due diligence.
  17. Half-yearly progress meeting.
