PROJECT BRIEF

The ECT-WASH project, “Strengthening Local Climate-Sensitive and Universal WASH Capacities Using and Disseminating the Green Humanitarian Aid Approach,” is a three-year initiative implemented by the Centre for Disability in Development (CDD), in partnership with ASB, and with financial support from the German Federal Foreign Office. Working in Southkhali Union of Sarankhola Upazila, Bagerhat, Bangladesh, the project aims to strengthen equitable access to climate-resilient water, sanitation, and hygiene (WASH) services and improve disaster preparedness, particularly for persons with disabilities and other at-risk groups.

The project targets 8,000 people, comprising 4,112 women and 3,888 men, with persons with disabilities representing 5% of the target population. It prioritizes households and communities facing overlapping challenges of climate vulnerability, unsafe water, inadequate sanitation, and barriers to accessing services and participating in local decision-making.

ECT-WASH combines accessible infrastructure, community capacity development, disability inclusion, and environmentally responsible practices. Interventions include 215 accessible toilets, 110 rainwater harvesting systems, 150 household and 02 school waste disposal units, 03 waste collection vans, 08 communal water reservoirs (pond excavation), 59 rehabilitation support, pond sand filters, 07 SkyHydrant water filtration systems, 12 solar systems, 997 household water disinfection devices (WADI), and 04 WASH accessibility in shelters (including ramps in entrances & 06 breastfeeding corners). Hygiene promotion and inclusive menstrual hygiene management complement these investments, including support for 15 women entrepreneurs with and without disabilities to promote reusable sanitary napkins.

The project strengthens Self-Help Groups, Ward WATSAN Committees, Ward Disaster Management Committees, School Management Committees, and Inclusive WASH Working Groups to identify barriers, represent community priorities, and take responsibility for local services. Collaboration with the Cyclone Preparedness Programme and government stakeholders supports disability-inclusive early warning, search, rescue, evacuation, and shelter practices. Leadership development and sign language awareness help strengthen meaningful participation and accessible communication.

Environmental considerations are integrated through the Green Humanitarian Aid approach, engagement with the Climate and Environment Charter, and orientation on the Nexus Environmental Assessment Tool (NEAT+). These activities encourage partners and community stakeholders to identify environmental risks and adopt practical measures to reduce harm during project implementation and infrastructure maintenance.

The intended changes extend beyond infrastructure provision. ECT-WASH seeks to reduce barriers to safe WASH services, improve hygiene practices, strengthen disaster preparedness, and enable persons with disabilities, women, and other underserved groups to influence decisions affecting their lives. By linking community leadership with maintenance responsibilities, local government coordination, and environmental stewardship, the project aims to sustain inclusive services and strengthen community resilience beyond the project period. Lessons from implementation are also shared through coordination platforms to inform wider disability-inclusive and climate-sensitive humanitarian and development practice.

Objectives/Outcomes/Long-term Results

Objective: To enhance the capacity of communities at risk on inclusive WASH, enabling them to effectively respond to any kind of natural disaster or emergency and ensure humanitarian assistance.

Outcomes:

Ensure safe and universal access to climate-sensitive humanitarian WASH systems adapted to local contexts.

Enhance preparedness, early warning systems, and anticipatory actions in vulnerable communities, with a focus on disaster readiness and response in the WASH sector.

Increase familiarity among stakeholders and humanitarian actors in project countries with climate charters and the Green Humanitarian Aid (GHuHi) approach, encouraging their integration into support activities.

Enable government and civil society representatives at national, regional, and global levels to gain technical knowledge and experience in inclusive, climate-resilient, and green humanitarian aid and disaster risk reduction practices.

Major Activities
  1. Water, Sanitation, and Hygiene (WASH)
  2. Build capacity of local WASH stakeholders on inclusive, sustainable, climate-sensitive, and environmentally appropriate WASH systems.
  3. Conduct trainings, orientations, awareness campaigns, and form/activate various WASH-related committees.
  4. Provide support during crises to ensure universal access to safe water, including affordable and climate-sensitive water purification and supply options.
  5. Take steps to improve barrier-free and gender-sensitive sanitation systems.
  6. Provide accessible toilets, ensure WASH accessibility in shelters, and establish breastfeeding corners.
  7. Promote safe hygiene practices through accessible and gender-sensitive learning materials to prevent pathogen transmission.
  8. Disaster Risk Reduction (DRR)
  9. Build awareness, knowledge, and capacity among the communities on disaster risks and promote inclusive participation in risk reduction activities.
  10. Develop structured and inclusive DRR planning and emergency response protocols.
  11. Establish early warning systems.
  12. Form trained volunteer teams for inclusive search, rescue, and safe evacuation.
  13. Activate and mobilize committees/teams for implementing risk reduction actions.
  14. Prepare for anticipatory action and humanitarian response.
  15. Enhance capacity of identified stakeholders on disability and gender-inclusive DRR.
  16. Reactivate Disaster Management Committees ensuring disability inclusion.
  17. Update inclusive DRR action plans.
  18. Develop accessible community-based early warning systems, considering diverse disabilities and enhancing capacity and practices of stakeholders (e.g., CPP).
  19. Develop and implement inclusive anticipatory humanitarian aid protocols considering cyclone zones and disability needs.
  20. Introduce and train stakeholders on NEAT+ (tool for environmental risk assessment), incorporating environmental protection.
  21. Provide technical support to humanitarian actors at local and national levels on environmental risk assessment methods.
  22. Familiarize governmental and non-governmental humanitarian agencies with international climate and environmental charters and initiate signature campaigns to promote implementation.
  23. Train national and regional humanitarian agencies on Green Humanitarian Aid and encourage adoption of its principles.
  24. Organize learning workshops and sharing events to exchange best practices in these areas.
