PROJECT BRIEF

This project, with the financial and technical support from GIZ, is aiming to strengthen the capacities (physical and mental) of the people with disabilities, local state and non-state actors on disability-inclusive development services in four Unions of Teknaf and Ramu Subdistricts.

 

The project follows a participatory and inclusive approach to its design and implementation. It follows a stakeholder’s ownership approach. The context was assessed in consultation with the project’s stakeholders at the state and non-state level including GIZ’s partners, community and the principal beneficiaries, the persons with disabilities considering their diversity, sex, and age. 

 

The target group/beneficiaries are persons with disabilities who are largely excluded from state and non-state development interventions and community actions. This target group/persons with disabilities of four unions will benefit through REHAB Services, capacity building of 4 GIZ partner organizations, 4 Union Parishads and its different committees, Government officials at 2 Sub-District Offices, 12 mixed self Group of persons with disabilities, 4 Self Help Groups on women with disabilities, other actors including the community.

 

To bring the desired changes, capacity building and technical advisory services to the state and non-state actors are considered. This is done through participatory needs assessment, designing, and extension of capacity building & technical advisory support on disability inclusion.

 

For disability inclusion, the project applies the ‘twin-track’ approach. Under this methodological approach (a) disability mainstreaming activities are directed to the organizations and communities to reduce attitudinal, institutional and environmental barriers that limit participation and inclusion of persons with disabilities into development; and (b) disability-specific service, like empowerment, including mobilization and Capacity Building services for persons with disabilities improve their leadership, functional independence and mobility to effectively participate in society.  

 

The project follows a bottom-up approach, where actions on the ground generate lessons and build voices of the persons with disabilities to positively influence state and non-state actors on disability inclusion. 

Objectives/Outcomes/Long-term Results

The primary objective of the Project is to strengthen the capacities

(Physical and mental) of the people with disabilities, local state and non-state actors on disability-inclusive development services in four Unions of Teknaf and Ramu Subdistricts.

Major Activities

  1. Functional Capacity Building Services including Rehabilitation services (Physiotherapy, Occupation Therapy, Speech & Language Therapy, MHPSS), assistive device provision, home modification & referral services.
  2. Capacity of collectives of persons with disabilities will increase through the formation of Self-Help Groups (SHGs), capacity assessment, capacity building training, development and implementation of disability inclusion action plans, cross-learning visits and community-based disability sensitization and awareness-raising sessions.
  3. Improvement of understanding of Local government’s institutions and authorities through training, Introduction of Disability Inclusion Score Card (DISC), baseline assessment, accessibility audit, design disability inclusion plan, installation of accessibility features, support to activate various committees, and sensitization of representatives of lead ministries.
  4. Increasement of GIZ’s partner organization through disability orientation and identification training, workshops, onsite technical support, advocacy for nominating inclusion focal person and development of disability inclusion action plans.
  5. Enhancement of capacity of concerned stakeholders on disability inclusive DRR through prevalence and barrier study involving local actors, orientation training/workshops, formation of the task force, accessibility assessment of cyclone shelters and evacuation route, and courtyard sessions for community sensitization.
