Resilience Begins at Home: Disability-Inclusive Disaster Preparedness in Coastal Bangladesh

Bangladesh’s coastal communities are increasingly exposed to cyclones, tidal surges, flooding, and other climate-related hazards. In these vulnerable areas, children and youth with disabilities (CYwDs) and their families face greater risks due to limited access to early warning information, safe shelters, and inclusive disaster preparedness support. Therefore, in response to these challenges, this project aims to strengthen the resilience of families with children and youth with disabilities in Pratapnagar Union, Assasuni, Satkhira through a disability-inclusive and family-centred disaster preparedness approach.

Through these interventions, the project will directly support 100 high-risk families of children and youth with disabilities (approximately 500 people), while also engaging community volunteers, disaster management committees, and service providers. Consequently, families will be better prepared for emergencies, children and youth with disabilities will have safer evacuation and response support, and communities will develop stronger inclusive disaster preparedness systems. Furthermore, the project will generate learning and good practices that can support wider replication in other climate-vulnerable areas of Bangladesh.

Finally, the project will be implemented by the Centre for Disability in Development (CDD) from January 2026 to June 2027 along with the partnership of IDEAL, contributing to the development of a sustainable and inclusive disaster preparedness model for vulnerable coastal communities.

Objectives/Outcomes/Long-term Results

To strengthen the disaster preparedness and resilience of families with children and youth with disabilities in Pratapnagar of Assasuni sub-district under Satkhira district, thereby reducing risks, protecting lives, and ensuring survival during and after disasters.

Major Activities
  1. Identify and select 100 families with children and youth with disabilities.
  2. Develop IEC materials for awareness raising i.e. calendar contains seasonal hazard information with relevant preparedness message.
  3. Conduct 3 days training sessions on disability inclusive disaster risk and preparedness for family members at CDD.
  4. Form/re-activate community committees at Pratapnagar Union (Shelter Management, and DMCs)
  5. Quarterly meeting of Union Disaster Management Committee (UDMC), Ward Disaster Management Committees (WDMCs) and Shelter Management Committees.
  6. Develop tools for participatory risk assessment and preparedness plan.
  7. days’ workshop to prepare household-level disaster preparedness plan through participatory risk assessments, identify needs including prioritization and categorizing of preparedness activities (family-driven, Neighbour-supported [Youth Engagement Focused], government/NGO-linked, project-financed).
  8. 2 days’ workshop to review and progress the household level disaster preparedness plan .
  9. Conduct 2 days orientation for families: first aid, evacuation practice and safe use of early warning (resource person will be hired from fire service and civil defence or any competent source).
  10. Conduct 3 days training for DMC members and local government officials on disability-inclusive preparedness.
  11. Provide 1 day orientation on safety, SRHR and safeguarding to Shelter Management Committees.
  12. 3 days training for neighbours, especially youths on accessible early warning and Disability inclusive Search, Rescue and Evacuation (DiSRE)
  13. Connecting families to relevant government programs (Youth Development Department, Social Welfare Department, Women & Children Affairs, Education, Agriculture, Fisheries, Health and rehabilitation, Co-operative department etc.
  14. Conditional small grants (Cash for Work) for priority preparedness actions that families cannot finance themselves (e.g., small-scale household WASH improvements, home modification, retrofitting, first aid box, assistive devices, accessible evacuation materials).
  15. Provision of assistive devices and tailored support to enhance participation of children and youth with disabilities in preparedness actions.
  16. Community Consultation & Mapping (Identify existing early warning channels, Map barriers, Document preferred formats)
  17. Set Up Dissemination Mechanisms (Agree on multiple local channels- CPP volunteers deliver house-to-house warnings with pictorial cards, Neighbours/youth volunteers support persons with disabilities directly, Community loudspeaker announcements etc) – it will be done during the workshop under 3.1.1.
  18. Provide megaphones, flags, whistle, flashlights where needed.
  19. One community-wide simulation Drill to monitor how quickly and effectively families with children/youth with disabilities receive and act on warnings and document areas of improvement.
  20. 3 days training of Cyclone Preparedness Program (CPP) volunteers on Disability inclusive Search, Rescue, and Evacuation (DiSRE).
  21. Conduct baseline and endline household survey to assess preparedness improvements.
  22. Project Orientation and Planning Workshop.
  23. Hold 4-month interval reflection sessions with families.
  24. Document case studies, good practices, and report against learning questions.
  25. Organize final sharing workshop with government, NGOs, and humanitarian actors.
