PROJECT BRIEF

The Empowerment of Persons with Disabilities through Digital Literacy (EPDDL) Project aims to enhance the socio-economic inclusion of youth with disabilities in Bangladesh by improving their access to digital skills, assistive technologies, and inclusive digital services. The project has been implemented in Rajshahi by the Centre for Disability in Development (CDD) with support from CBM Global Disability Inclusion and CBM Switzerland, in collaboration with the local partner Samata Nari Kallayan Sangstha (SNKS), since April 2025.

The project focuses on building the capacity of youth with disabilities to use digital tools for education, employment, and communication, while also strengthening systems and services to ensure accessibility and inclusion in digital platforms. Through targeted training on digital literacy, digital security, and online opportunities, the project equips participants with practical skills to participate more effectively in the digital economy.

In addition to individual capacity development, the project promotes institutional and policy-level change by engaging government stakeholders, service providers, and civil society organizations. It supports the development of guidelines and advocacy initiatives to promote disability-inclusive digital services and reduce barriers faced by persons with disabilities in accessing digital technologies.

By integrating capacity development, assistive support, and systemic advocacy, the EPDDL project contributes to advancing digital inclusion, empowerment, and the equal participation of persons with disabilities in Bangladesh.

Objectives/Outcomes/Long-term Results

Overall objective: Persons with disabilities are leading a dignified life through accessing digital technology.

Specific objective 1: Persons with disabilities, particularly youth, have increased income level.

Result 1: Youth with disabilities are skilled on digital technology, devices and services.

Result 2: State and non-state actors are capacitated to deliver inclusive digital services and digital inclusion are addressed in policies and frameworks



Major Activities
  1. Formation and Nurture 10 Self-Help Groups (10 SHGs comprising of 100 members will be established).
  2. Capacity Strengthening of 100 Youth with Disabilities on Digital Literacy.
  3. Digital and assistive device support to 100 youth with disabilities
  4. Training on safeguarding and digital security.
  5. Support 20 Entrepreneurs with Disabilities (tailored support will be provided to 20 entrepreneurs with disabilities to promote self-employment)
  6. Organize Community Level Awareness Raising Events on Digital Inclusion for 1500 Youth and Other Community People.
  7. Orientation on digital literacy to 1200 persons with disabilities by 50 trained youth with disabilities.
  8. Provide Referral and Motivational Services for 100 Persons with Disabilities (100 persons with disabilities will be connected to suitable digital services and vocational training opportunities and motivational events).
  9. Lived experience sharing event with successful digital influencers.
  10. Awareness and Sensitization Programmes on Digital Inclusion for 120 State and Non-state Actors.
  11. Workshop on Digital Inclusion with key stakeholders, including ICT providers, Aspire to Innovate (a2i), BTRC, BCC, government officials and others relevant service providers.
  12. National-Level Dialogues on Disability Inclusion in Digital Services.
  13. Workshops with Digital Accessibility Auditors’ Team at a2i.
  14. Video Documentary on Digital Inclusion.
